Risk Management for School Affairs

The university conducts an annual SWOT analysis, considering factors such as geographical environment, school size, hardware facilities, students, faculty and staff, community resources, industry, and social needs. Based on the analysis results, the university implements risk control measures and formulates strategic plans and action schemes for institutional development to achieve educational goals. The focus of the 2023 analysis is on overcoming threats related to declining birth rates, aging faculty, and diversifying student demographics.
 

SWOT Analysis

Strengths

  1. The diverse department school system caters to the needs of various education stages in society.

  2. The skill testing venue is top-ranked among various schools.

  3. All the teachers possess professional and practical backgrounds, and their promotion and industry-academia income ranking is excellent among private universities of science and technology.

  4. The campus tutoring has garnered multiple national college-level awards.

  5. The School has outstanding geographical location, school district environment, and abundant resourcesfor sharing and collaboration.

  6. The School has outstanding performance in schooloperation, sound finances, and ranked among the best in evaluations and visits conducted by the Ministry of Education.

  7. The School is Equipped with an international-level
    Center for Environmental Toxin and Emerging
    Contaminant Research, Asia-Pacific Cultural
    Heritage Preservation and Restoration Start-Up
    Technology Research Center, and CNC Industry
    Elite Training Demonstration Site.

Weaknesses

  1. The average quality of students enrolled is lowered, and they exhibit poor performances in basic subjects.

  2. The students generally come from disadvantaged families who usually engage in part-time work and exhibit low learning motivation.

  3. The students' foreign language proficiency and international outlook require improvement.

  4. With more veteran teachers, the overall age structure of the teaching staff is less stable International academic exchanges must be bolstered.

Opportunities

  1. The national development strategy of the
    government from 2021-2024 emphasizes the
    vigorous promotion of strategies such as digital
    innovation, all-age care, and LOHAS homes.

  2. The government proactively promotes the New
    Southbound Policy and the Project for Expanding Recruitment of Overseas Chinese, Hong Kong, Macau, and Foreign Students into Key Industry Sectors.

  3. Major technology firms are opening businesses in Kaohsiung, increasing the demand for local talent, hence firms are reinforcing their efforts in talent retention and recruitment.

  4. Kaohsiung City is actively transforming into the economic and trade hub of southern Taiwan by building the Asia New Bay Area.

  5. In the future, Kaohsiung Metro yellow line will set up a station near the School, thereby nhancing transportation convenience.

 Threats

  1. The declining birth rate has resulted in a sharp decline in the number of the school-age population, making student recruitment more difficult.

  2. With so many universities to choose from, students are given a wide range of choices, thereby making recruitment extremely difficult.

  3. There are fewer senior high school and vocational school students in southern Taiwan, and students are reluctant to study across different districts.

  4. The COVID-19 pandemic has influenced the teachers’ teaching performance and the students’learning performance, as well as impacted international education-related exchanges.

 

 

Internal Control and Audit  

To reasonably ensure the enhancement of operational efficiency, the safety of assets, and the reliability of financial reporting, the "Internal Control System of Cheng Shiu University" was formulated and implemented after approval by the board of directors. The internal control system includes personnel matters, financial matters, operational procedures for the board of directors and supervisors, internal control points, and audit operation regulations.

The university has established an Audit Office, which annually formulates an internal audit plan and project audit schedule and direction based on risk investigations, revisions and additions to the internal control system, key points of internal control implementation, and the experience of the audit team. The internal audit report for 2023, published in 2024, includes 106 audit items, with a compliance rate of 100% (of which 8 items were not applicable).
 

 

Notification Mechanism of School Administration Suggestion System

Both faculty and students can use the university's Suggestion System to provide suggestions or report issues to specific units. Additionally, the Student Council has a Student Rights Department platform for students to express their opinions. In the Suggestion System, the responding unit cannot identify the speaker, as the system automatically sends an email to the authorized personnel of the relevant unit, who must respond within 7 days. Each unit must have at least one person assigned to receive and respond to suggestions, with the Secretariat regularly reviewing the handling of messages. If there is no response within 7 days, the Secretariat will follow up with the unit by phone and continue to track the issue. In the 2022 academic year, 55 suggestions were received, mainly categorized as "system and equipment," "curriculum and teaching," and "campus safety and environment," with no major reports received.
