Comprehensive Grievance System 

 In response to the global rise in human rights awareness, our school regularly reviews whether the rights of stakeholders and the broader environment are being protected. The school focuses on four key areas of human rights development: human rights, teachers' rights, students' rights, and gender equality. To mitigate potential human rights risks that Cheng Shiu University of Science and Technology might encounter, we have established management policies and designated responsible units. In cases where human rights incidents occur, the school has implemented grievance and compensation mechanisms to address and remedy the negative impacts.

Campus Human Rights Management 

To enhance the management of human rights issues between the school and its stakeholders and to foster a campus environment that respects and practices human rights, the Office of the Secretary formulated the "Cheng Shiu University of Science and Technology Human Rights Policy" in 2022. This policy, based on the "Universal Declaration of Human Rights" and the "UN Guiding Principles on Business and Human Rights," was submitted for review and approval by the university council. It applies to a wide range of stakeholders, including faculty, staff, students, parents, alumni, corporate partners, and community members, ensuring that all aspects of the university's operations, educational activities, and industry-academia collaborations align with human rights principles.

Friendly Campus Human Rights Environment 

Each year, our school participates in the Ministry of Education's survey on "Human Rights Environment Indicators and Assessment Scale for Friendly Campuses." In the academic year 2022, all 9 indicators scored above 4, with an average of 4.35 out of 5. However, indicators related to "Campus Safety Environment Construction," such as "compliance with safety standards in space planning, equipment, and facility usage" and "proper planning of traffic safety and traffic flow within the school," received relatively lower scores. To address these concerns, the school will focus on enhancing the promotion of vehicle control and enforcing speed limits within the campus.

In addition to organizing lectures such as "What to Do When Intimate Images Leak? Discussing Sexual Autonomy Through Cases of Digital Gender Violence," workshops like "Role Play | Diverse Family Themed Board Game," and the interactive workshop "SDGs Task Force: Global Sustainable Development Goals Board Game," as well as quiz contests, our school collaborated with the National Human Rights Commission of the Control Yuan to host a two-day workshop titled "Human Rights Empowerment - Enhancing Indigenous Cultural Strength." This workshop featured a series of lectures, field trips, and outcome presentations, aimed at fostering inclusive participation of diverse ethnic groups and laying a strong foundation for a harmonious and stable human rights environment.

Protection of Student Rights

As one of the most vital groups on campus, safeguarding student rights is fundamental to promoting both campus and student autonomy. To protect students' rights to education, learning, and daily life, and to enhance campus harmony, our school established the Student Appeals Review Committee, which handles cases according to the "Student Appeals Handling Guidelines." During the academic year 2022, two student appeals were filed, with one case being upheld, which was resolved after the instructor amended the student's grade.

Advocacy for Faculty and Staff Rights 

Teachers play a vital role in providing educational services at the school, and their rights are sometimes at risk of being overlooked in the context of campus autonomy. To safeguard these rights, our school has established the Teacher Appeals Review Committee, based on the "Organizational Guidelines and Review Points for the Teacher Appeals Review Committee" and the "Regulations for the Establishment of the Teacher Review Committee." Full-time teachers who believe that actions taken by the school or central authorities regarding their personal situation are illegal or inappropriate, resulting in harm to their rights, may appeal to this committee.

Our school also emphasizes the importance of staff rights. To this end, we have established the "Staff Appeals Review Committee" under the "Organizational Guidelines and Review Procedures for the Staff Appeals Review Committee." Staff members who feel adversely affected by school measures or decisions can file an appeal through established channels. Our communication systems are robust, and in 2023, there were no appeals filed by teachers or staff.

 

Implementation of Gender Equality 

Cheng Shiu is deeply committed to fostering diversity and inclusivity on campus, ensuring that no discrimination occurs in school operations or the provision of educational services. To promote equal rights for diverse groups and implement gender equality education, the school has established a Gender Equality Education Committee (GEE Committee) and created regulations such as the "Procedures for Handling Campus Sexual Assault or Sexual Harassment Incidents" and the "Regulations for the Prevention of Sexual Assault, Sexual Harassment, or Sexual Bullying on Campus." In the event of a suspected gender-related incident, the GEE Committee handles reports and forms an emergency investigation team to manage the situation.

In the academic year 2022, there were 34 gender equality-related reports, of which 12 resulted in formal investigations (11 within the school’s jurisdiction and 1 transferred to another institution responsible for the perpetrator).

To enhance the understanding of gender equality among faculty and students and encourage its application in everyday life while promoting respect for diversity, the school organized 20 gender equality education and advocacy activities in the academic year 2022. These activities addressed relevant topics such as digital sexual violence and online dating and included lectures that shared experiences from the LGBTQ+ community, such as same-sex adoption and life stories, along with workshops that guided students in exploring these important issues.
