Historical Development

Founded in 1965 by Messrs. Cheng Chun-Yuan, Kung Chin-Ko, and Lee Chin-Sheng on the shores of Chengcing Lake in Kaohsiung, the University was named “Cheng Shiu” after the Confucian ideals of “rectifying the mind” and “cultivating oneself” from The Great Learning, with the motto “Perfection through Virtue.” It was restructured as Cheng Shiu University of Science and Technology in 2003 and officially renamed Cheng Shiu University under the Cheng Shiu Educational Foundation in 2016.

Guided by the philosophy of “Practical Innovation, Striving for Excellence,” CSU positions itself as an industry-oriented university that integrates practicality and innovation. In line with national economic policies and industrial development needs, the University blends innovation with pragmatism, connecting industry and campus to create an optimal teaching and learning environment.

In recent years, CSU has expanded its mission of balancing theory and practice with technological integration, focusing on developing students’ hands-on skills, strengthening faculty applied research, and collaborating closely with industry on research and development.

Organizational System 

CSU is a private university governed by a Board of Directors, led by a President and five Vice Presidents. Academic programs include doctoral, master’s, in-service master’s, four-year and two-year technical programs (day and evening divisions), and five-year and two-year junior college programs. It comprises three colleges: Engineering, Health and Management, and Living Creativity. The Department of Long-Term Care and Health Management admitted its first cohort in 2023, and the Department of Nursing in 2024. During the reporting period, there were no significant changes to the University’s operations or related activities.

CSU is located in southern Taiwan, in urban Kaohsiung, an area with a strong industrial base and convenient transportation, near the Chengcing Lake Scenic Area. Over 85% of students come from Kaohsiung City, Pingtung County, and Tainan City. In the 2024 academic year, CSU had 14,957 students, including 4,039 new enrollees—the largest student population among private universities of science and technology, ranking third nationwide among all universities of science and technology.

Board Composition 

Cheng Shiu University’s Board of Directors, governed by the Articles of Endowment of Cheng Shiu Educational Foundation, has 16 members, including a Chairperson elected by the Board and one Supervisor appointed through a nomination committee. Member lists, credentials, and financial details are submitted to the Ministry of Education and disclosed on the university’s website.

The Board holds at least two meetings per semester, focusing on appointing the President, reviewing major plans, regulations, and budgets. It has no direct administrative authority and thus no performance evaluation mechanism. Remuneration excludes bonuses, severance, claw backs, or retirement benefits; payment details are published in the Accounting Office’s audit reports.

Participation in Associations, External Organizations, and Initiatives

In 2022, CSU and Ambassador Eugene Chien, Chairman of the Taiwan Institute for Sustainable Energy (TAISE), jointly signed the University Sustainability Initiative. Responding to industry demand for sustainability professionals, CSU collaborated with government, industry, and academia from 2023 to 2024 to deliver sustainability and net-zero carbon courses and activities, while training more faculty with ESG expertise. In 2025, CSU joined the Net-Zero Carbon Strategy Alliance to jointly cultivate net-zero talent and promote sustainable transformation.
