Industry-Academia Collaboration Development Strategy
The University places industry–academia collaboration as a core development pillar, integrating academic expertise with industry needs. Through the Industry–Academia R&D Hub and five specialized research centers, it provides technical services, drives applied research, and fosters industrial growth. In partnership with government and enterprises, the University also offers diverse collaborative programs to strengthen vocational and technological education.
In 2024, it ranked among the Top 15 technical universities in Global Views Monthly and placed 5th nationwide in industry–academia collaboration. It has also been honored by the Chinese Institute of Engineers as an Exemplary Institution for 15 consecutive times (30 years).

The University has established policies such as the Faculty Teaching and Research Incentive Guidelines, Implementation Guidelines for Research Project Grants, and Faculty Teaching Hour Regulations. Faculty performance evaluations also include industry–academia collaboration outcomes. Through administrative, regulatory, and operational measures, the University actively supports faculty in applying for research projects.
In 2024, faculty launched 82 preliminary projects, with 51 projects funded by the University (NTD 8.1 million). Additionally, 17 projects were supported by the National Science and Technology Council, totaling NTD 12.31 million.

In line with the Higher Education Sprout Project, the University formed R&D alliance teams to jointly sign industry–academia projects, engaging students in project implementation and generating outcomes such as patents, technology transfers, and government or corporate collaboration projects. |
By participating in initiatives such as the Academic-Industry Local Innovation Program, Science Park Talent Development Subsidy Program, Emerging Industry Talent Program, and Industrial Upgrading and Transformation Assessment Scheme, the University enables faculty to gain extensive industry–academia experience. These efforts strengthen its role as a trusted partner for government and enterprises while enhancing overall industry–academia performance. |
Promotion of Industry - Academia Programs
In recent years, the Ministry of Education has advanced the transformation of technical and vocational education by strengthening curriculum alignment. Through the TVE Reinvention Project, it integrates resources from industry, government, academia, and research to establish a coherent development strategy. This initiative aims to cultivate high-quality professionals who meet industrial demands, thereby driving growth and innovation.
In the first semester of Academic Year 2024, the University offered 76 classes under programs such as the Industry–Academia Partnership Program, Dual-Track Flagship Program, and Overseas Chinese Student Program. The University’s strong support for international students has been highly recognized, with over 65% continuing in their original internship sites, part-time positions, local employment, or further studies in Taiwan.
Industry–Academia Partnership Programs: Cultivating Practical Talent
Cheng Shiu collaborates with vocational high schools and enterprises to establish programs that integrate study and employment opportunities (work placements, internships, and stipends). With industry-oriented curricula and a “learning by doing” approach, the University partners with over 100 companies across technology, manufacturing, and service sectors to nurture skilled professionals.
Applied Industry Training Programs: Developing Key Technical Talent
In response to national industrial restructuring and workforce demands, the University co-develops applied training programs with enterprises. In 2024, new programs included “Five-Axis Machining for Aerospace Applications” (Department of Mechanical Engineering) and “Semiconductor Packaging” (Department of Electronic Engineering). These initiatives enhance graduate employability while easing labor shortages, fostering sustainable synergy between higher education and industry.
International Industry–Academia Programs: Nurturing Global Talent
Aligned with Taiwan’s New Southbound Policy and guided by the Overseas Community Affairs Council, the University offers partnership programs that recruit overseas Chinese and international students. Curricula are tailored to industry needs, covering practical training, management, and specialized skills. In 2022, the University expanded its International Division with a “1+4” program: a one-year, 720-hour intensive Mandarin course followed by four years of professional study upon passing the TOCFL A2 exam. This model helps students adapt to life in Taiwan while supplying enterprises with sustainable talent.
Mandarin Learning & Cultural Integration for International Students
● TOCFL Preparation Classes: Six classes were offered in 2023, serving 87 international students with training in exam strategies to ensure successful certification.
● Cultural Experience Courses: To promote cultural understanding and social integration, the University organized hands-on activities such as Chinese knotting, calligraphy, mooncake making, rice dumpling wrapping, and opera mask painting. These experiences help international students adapt to life in Taiwan and pursue future studies, employment, or daily living with ease.

Faculty Research, Patents, and Technology Transfer
The University actively encourages faculty to pursue patent research and applications, focusing primarily on utility models in recent years. Patents are commercialized through industry collaborations, transforming research into practical manufacturing technologies, transferred to enterprises, or used to establish startups, thereby maximizing their value. In 2024, faculty secured 18 invention patents and 35 utility model patents, totaling 53 patents. Additionally, there were 25 technology transfer cases, generating NTD 22.8 million in royalties.
Faculty and students are further encouraged to innovate in net-zero and sustainability-related technologies, including a segmental streetlight control system, a hybrid power generation control method, and a banana peel pretreatment and extraction system, among others.

Center for Industrial Sustainability
In response to global climate change and Taiwan’s 2050 Net-Zero Transition Policy, industries are moving toward low-carbon and zero-carbon goals. To support this shift, the University established the Center for Industrial Sustainability in 2023, focusing on integrating low-carbon and smart technologies to assist SMEs in digital transformation and carbon reduction. The Center also helps enterprises secure government subsidies, reducing barriers caused by limited funding or capacity, while fostering professional expertise in low-carbon and sustainable development.

MOEA Industrial Development Bureau – 2024 Industrial Low-Carbon Guidance Program (1) GHG Carbon Inventory and Smart Diagnosis (2024.05.17–2024.09.30): The University provided guidance to 5 enterprises. 2. Industrial Park Projects (2024.03.01–2024.11.15): (1) Assisted Tong Yi Electromechanical Co. in securing approval for the government’s CITD program. (2) Supported Gao Quan Cun Co. in obtaining subsidies under the MOEA’s “Large Enterprises Leading SMEs” program for low-carbon and smart manufacturing upgrades. (3) Supported Andeli Co. in securing subsidies for a 2024 demonstration project on smart equipment for aquatic product processing. (4) Assisted 16 SMEs in applying for low-carbon guidance programs. (5) Assisted 3 SMEs in applying for industrial low-carbon transition programs. |
