The Ministry of Education Promotes International Student Recruitment and Retention Program: Kun Shan, Cheng Shiu, and Minghsin Universities Collaborate to Foster Taiwan-Philippines Exchange
In support of the Ministry of Education's "International Student Recruitment and Retention Program," Cheng Shiu University, Kun Shan University of Technology, and Minghsin University of Science and Technology have been commissioned to establish and manage a talent development base in the Philippines. The initiative promotes specialized programs and Chinese language learning in the Philippines. From April 26, a four-day visit will be conducted across seven universities, including National Sun Yat-sen University, Kun Shan University, CTBC Business School, Cheng Shiu University, Taiwan Steel University of Technology, National Formosa University, and Minghsin University.
To enhance bilateral talent exchange between universities, the Ministry of Education, in collaboration with the National Development Council, launched the program with support from Taiwan's representative office in the Philippines. The unveiling ceremony for the Taiwan International Talent Circulation Base was held at the Makati Office, where Kun Shan University and Cheng Shiu University were designated as the lead and deputy lead institutions, respectively, for the Taiwan-Philippines International Talent Circulation Base.
The "Philippines Specialized Program Presidents' Forum and Signing Ceremony" took place on April 27 at Kun Shan University. The event explored global technology industry trends and the future of technological development while sharing success stories from different countries on cultivating international talent. Partnerships were also established with 10 universities in the Philippines to jointly nurture tech talent with a focus on innovation and practical skills, fostering academic collaboration between Taiwan and the Philippines.
Kun Shan University President Li Tian-Xiang noted that both his university and Cheng Shiu University will establish two centers, one in Manila and another in Cebu, to provide guidance on studying in Taiwan and offer Chinese language instruction. The specialized programs are industry-oriented, with resources provided by both government and enterprises. Schools and businesses co-develop the curriculum, focusing on STEM fields, to enhance international recruitment and industry-academia collaboration. As the lead institution for the Philippines base, Kun Shan University will support recruitment efforts and the establishment of Chinese language programs across Taiwanese universities.
Cheng Shiu University President Gong Rui-Zhang emphasized that while the university strives to provide quality education, it also prioritizes internationalization. The promotion of specialized programs and Chinese language learning in the Philippines aims to offer professional courses and internships, preparing Filipino students to become international professionals.
The delegation, which included former Philippine Ambassador Antonio Basilio, visited Cheng Shiu University’s "Center for Five-Axis Machining Talent Development" on the afternoon of April 27, accompanied by Vice President Zheng Shun-Ren and Director of the Auditing Office Gong Xin-Jie. President Gong remarked that this exchange underscores the strong cooperation between Taiwan, the Philippines, and industry, and expressed optimism that these international partnerships will deepen, creating more opportunities for students and educational institutions in both countries and fostering a brighter future for international education.
