National Cheng Kung University and Cheng Shiu University Join Forces to Cultivate International High-Level Talent
National Cheng Kung University (NCKU) and Cheng Shiu University (CSU) have entered into a strategic partnership to nurture international high-level talent in Taiwan, with a particular focus on outstanding foreign students already studying in Taiwan and encouraging them to pursue advanced degrees locally after graduation. On July 11, the two universities signed a cooperation agreement on academic exchange and talent cultivation at NCKU. President Meng-Ru Shen of NCKU and President Jui-Chang Kung of CSU personally signed the agreement, symbolizing a joint commitment to strengthening Taiwan’s international talent pool and driving forward the internationalization of higher education.
The signing ceremony was held at the Innovation Teaching Workshop, Yun-Ping Building (East Wing), Kuang-Fu Campus. Distinguished faculty and administrators from both institutions witnessed the event, including CSU Vice Presidents Jui-Wei Kung and Hsin-Chieh Kung, and Deputy Director of the Office of International Affairs Wu-Teh Ko. From NCKU, attendees included Vice President Shih-Wei Chang, Provost Sheng-Chih Shen, Vice President for International Affairs Sun-Yuan Hsieh, Associate Vice President for Student Affairs Yu-Ting Wu, and Associate Vice President for International Affairs Shu-Jung Hu.
President Shen expressed his delight at the collaboration with CSU, noting: “Talent is vital to national development, and Taiwan’s future depends on the advancement of higher education. While NCKU has abundant resources compared with surrounding universities, we must not only strengthen ourselves but also uplift our partner institutions. Establishing a strategic partnership with CSU will create a win-win situation where both sides thrive together. NCKU will fully support and coordinate on all related administrative matters.”
President Kung emphasized the significance of the collaboration, stating: “It is a great honor to partner with NCKU, one of Taiwan’s top universities, in cultivating international high-level talent. Both NCKU and CSU have strong roots in engineering, and our historical ties run deep—our first president came from NCKU, and many of our faculty and leaders also hail from there. Today, CSU has grown into a comprehensive university of science and technology, actively promoting internationalization and aligning with the Ministry of Education’s New Southbound Policy. Many foreign students now study and exchange at CSU, with some continuing their research at NCKU after graduation. Through this partnership, we hope to follow NCKU’s lead in preparing Taiwan’s next generation of international high-level talent.”
The collaboration will focus on helping foreign students already studying in Taiwan successfully transition into graduate and doctoral programs, thereby deepening their research abilities and professional expertise. Both universities will leverage their respective strengths and integrate resources to meet the needs of international students, ensuring robust support during the transition from undergraduate studies to advanced research and professional training. This initiative aims to provide a more comprehensive framework for talent development and encourage outstanding foreign students to choose Taiwan as their destination for advanced studies.
Looking ahead, CSU’s international students will be able to join exchange programs at NCKU, experiencing its research environment and academic strengths first-hand. Those interested in further studies will also be eligible to apply for NCKU’s graduate programs, broadening their academic horizons and professional capabilities while contributing to Taiwan’s growing pool of high-level international talent.
