International Partnerships
CSU promotes an inclusive, international campus and diverse learning opportunities. It offers academic programs and scholarships to recruit international students, encourages local students to study at overseas partner institutions, and coordinates global engagement through the Office of International Affairs.
As of April 2026, CSU had established partnerships with 294 universities and organizations across 26 countries.

International Collaboration and Outcomes

CSU signed dual-degree agreements with six Indonesian partner universities. in fall 2025, two cohorts enrolled: 11 students in Civil Engineering and 12 in Mechanical Engineering.

For three consecutive summers, Yokohama University of Art in Japan sent students to CSU’s Cultural Heritage Conservation Center for a two-week exchange program.

In 2025, three exchange students from BINUS University, Indonesia, studied for one semester in CSU’s Applied Foreign Languages and Industrial Engineering and Management programs.

CSU sent six students to Kansai University, Japan, for a three-week summer program in 2025, combining language study, cultural exchange, and professional learning.

CSU collaborated with Taiwanese coordinating universities and overseas partners of the Philippine and Indonesian International Talent Circulation Bases to organize exhibitions promoting the New Southbound Talent Development Program.
International and Overseas Student Enrollment
In the 2025–2026 academic year, CSU enrolled 1,726 international and overseas students. Indonesia accounted for the largest group with 930 students, followed by Vietnam with 543. Seven students came from Hong Kong and Macao, primarily Hong Kong, while others came from Switzerland, Canada, Singapore, Paraguay, and Mongolia.

.Bilingual Administrative Services: Bilingual university systems and platforms provide accessible services for international faculty and students.
.International Student Support: a bilingual campus, prayer room, counseling services, and safety and legal awareness programs support student well-being.
.International Talent Development: Professional training enabled 10 administrative staff members to earn Level B International Protocol Receptionist certification.
.Student Care: the New Student Handbook and NISA Card provide essential living information and emergency contacts.
.Internship and Career Guidance: Integrated internship and post-graduation employment support strengthens international students’ academic, daily-life, and career development.

Customized Industry–Academia Programs Supporting International Students in Taiwan
CSU provides one-stop support from pre-arrival preparation and study to post-graduation employment in Taiwan. Responding to New Southbound industry needs, its programs integrate academic instruction with workplace training, helping international students develop practical skills and adapt to Taiwan.

◎ International Foundation Program Division
Established in the 2021–2022 academic year, the International Foundation Program Division coordinates academic affairs, student services, and daily-life support. It also implements the Ministry of Education’s program for recruiting overseas Chinese, Hong Kong, Macao, and international students into key industries. in 2022–2023, CSU launched Taiwan’s first dedicated international program, enrolling Indonesian and Vietnamese students in Electronic Engineering. Enrollment later expanded to Cambodia and to Mechanical Engineering, Civil Engineering, and Industrial Engineering and Management. in 2024–2025, 25 students entered the fall cohort and five entered the spring cohort.
Recognized by the Ministry of Education for its engagement in Indonesia and the Philippines, CSU has served since 2023 as the lead university for the Indonesia Overseas Base and deputy lead for the Philippines Overseas Base under the International Industry–Academia Education Cooperation Alliance.
The Indonesia base supports international recruitment, Mandarin education, and the International Industrial Talent Education Special Program, which encourages students to study and pursue careers in Taiwan. CSU offered four bachelor’s and three master’s cohorts in 2024–2025, followed by seven bachelor’s and two master’s cohorts in 2025–2026 across Electronic Engineering, Mechanical Engineering, Civil Engineering, and Industrial Engineering and Management.

◎ Mandarin Learning Environment
The Chinese Language Center provides Mandarin courses, proficiency-test preparation, and cultural experiences to strengthen international students’ language skills and adaptation to Taiwan. in 2024–2025, five TOCFL preparation classes served 102 international students at the A2, B1, and B2 levels. Participants earned 10 A2, 22 B1, 14 B2, and two C1 certificates. Cultural activities—including Chinese knotting, spring couplet calligraphy, mooncake making, rice-dumpling wrapping, and opera-mask painting—enhanced cultural understanding and local adaptation. English proficiency courses were also provided for seven faculty members.

◎ Multicultural and Inclusive Campus
CSU advances international education and fosters an inclusive campus that respects cultural and religious diversity, attracting students from Indonesia, Vietnam, the Philippines, and beyond. the campus provides a Muslim prayer room with separate areas for men and women, prayer mats, Qur’ans, and ablution facilities. Opened in the 2024–2025 academic year, the CSU International Residence offers accommodation and multicultural交流 spaces, strengthening international students’ living and learning support.

◎ International Buddy Club: Advancing Cross-Cultural Exchange and Local Engagement
CSU established the International Buddy Club to connect domestic and international students through welcome events, international cuisine, Taiwanese cultural experiences, and International Day activities. These initiatives strengthen intercultural understanding, support international students’ integration, and foster an inclusive campus.
Through the Ministry of Education’s “Big Hands Joining Small Hands” Program, CSU also connects international students with local high school students through cultural courses and exchange activities. in 2025, 11 events enhanced cultural understanding, global perspectives, and social awareness.

Student Exchange Program
CSU partners with universities in Japan, Indonesia, and Thailand to offer exchange programs, short-term study, and academic activities that strengthen intercultural learning and global mobility.
As a partner university of the Indonesian International Student Mobility Awards for Vocational Students (IISMA Vocational), CSU hosted 10 exchange students in the 2024–25 academic year from Yokohama University of Art and Design, the Indonesian Institute of the Arts Yogyakarta, and BINUS University. in 2025–26, 23 students joined from Yokohama University of Art and Design, BINUS University, and Kansai University.

Overseas Study and Exchange
CSU provides financial support for undergraduate students to study, train, or participate in cultural learning at overseas partner institutions. in 2024–25, a Mechanical Engineering student studied at Kansai University for one semester through the Ministry of Education’s Study Abroad Program. in summer 2025, six students also completed a three-week International Sustainability and Cultural Learning program in Japan.
Since 2025, CSU’s Overseas Learning Experience Program has funded students’ airfare, accommodation, meals, and course fees. a total of 267 students joined summer programs in Japan, South Korea, Thailand, and Vietnam, combining university exchange, industry visits, cultural learning, and regional revitalization to strengthen global perspectives and intercultural competence.

International Professional Development for Faculty
CSU funds faculty participation in overseas university and research exchanges, international conferences, visiting professorships, and teaching collaboration. in 2024–25, eight faculty members attended EMI training and internationalization exchanges in the United States, Australia, and Japan.
In 2025–26, five visited institutions including Teachers College, Columbia University, Kansai University, and UC San Diego, strengthening international teaching and collaboration.

◎ Overseas EMI Faculty Training
To support Taiwan’s 2030 bilingual education policy, CSU established an EMI Professional Support Team to strengthen teaching quality and foster an English-friendly campus. in the 2024–25 academic year, two faculty members were selected for Fulbright overseas EMI training featuring classroom observation, workshops, teaching demonstrations, and post-training implementation:

Strengthening Students’ Foreign Language Proficiency
CSU integrates language courses, certification support, proficiency tests, remedial instruction, activities, and incentives to strengthen students’ global competitiveness. Non-language majors must achieve CEFR A2 for graduation, while the first-year English honors class targets B1, with approximately 70% passing an intermediate-level test.
In 2024–25, 628 students received language proficiency awards, 601 received test-fee subsidies, and 1,700 took proficiency tests. of these, 807 earned elementary-level or higher certificates, representing a 47.47% pass rate.
