Shanlin’s First Public Infant Care Center Strengthens Rural Family Support

Operated by the Cheng Shiu Education Foundation under the guidance of Kaohsiung City Government’s Social Affairs Bureau, the Shanlin Public Infant Care Center officially opened on August 14. As the district’s first public infant care facility, it provides professional care for up to 12 children aged 0–2, offering local families a safe and reliable childcare option.

Children from the Kaohsiung Shanlin 88 Reconstruction Association’s after-school program performed lively dances at the opening ceremony, creating a warm and joyful atmosphere.

Extending University Expertise into the Community

CSU President Kung Jui-Chang stated that university expertise and resources should extend beyond campus to address social needs and support regional development.

CSU and the Cheng Shiu Education Foundation will continue contributing professional personnel and educational resources while collaborating with government and community organizations to ensure the center’s sustainable operation.

Building a Comprehensive Child Development Network

Tsai Wan-Fen, Director-General of Kaohsiung City Government’s Social Affairs Bureau, noted that CSU has long extended its expertise from Qishan to rural communities such as Shanlin. Following its involvement in the Shanlin Parent–Child Center two years ago, CSU’s operation of the new infant care center further demonstrates its commitment to university social responsibility.

Beginning with care for children aged 0–2, the initiative will connect childcare services with kindergarten and elementary education to build a comprehensive child development support system and improve rural access to quality care.

Professional Childcare Personnel Enhance Service Quality

Wu Tsung-Jen, Chair of CSU’s Department of Early Childhood Care and Education, emphasized that sustainable local development requires not only infrastructure and economic revitalization but also accessible childcare services that enable young families to live and work with confidence.

Drawing on CSU’s professional expertise, the center provides safe, high-quality care, supports parents in balancing work and family responsibilities, and promotes children’s healthy development.

Advancing Social Sustainability and Community Well-Being

Guided by the SDGs, CSU continues integrating education, talent development, and social services into local communities. Operating the center addresses rural childcare shortages, reduces family care burdens, supports employment and gender equality, and improves local quality of life.

Sustainability encompasses not only environmental and net-zero goals but also social care, educational equity, and urban–rural inclusion. CSU will continue working with government and local partners to build more resilient and inclusive communities through childcare and professional talent development.
